Good idea, and nope, you can't do it with a bicycle... unless you can get it up to 80mph as a minumum max speed (alternative class requires two passengers minimum, and I think they have to be side-by-side, not in-line). Don't think even Lance can do that on a flat.
Closest thing to a bicycle in the X-Prize competition is the TwikeIV (new design to meet the 80mph requirement), in the alternative class.
The X-prize rules are horrid; they reinforce the idea that you must have a vehicle that 'goes at least 80' and 100 miles per 'fillup/charge' when infact most Americans go less than 50 miles a day at speeds betwee 35-50 mph.
It's really quite a disappointment if you're familiar with the industry: the bar is set really, really low as far as emissions/green-ness, and ridiculously high as far as range and speed.
